No. I'm saying state funded viagra has legitimate non-recreational uses and thus should be covered by VA and Medicare for people that have those medical providers. Which, is really what folks are talking about when they talk about the "fed" covering viagra.

State funded providers do cover birth control for the useage associated with endometriosis and other ailments.

What the state also does is mandate that all health insurance providers(state or otherwise) provide birth control for contraceptive use. That's the only thing being questioned(see the religious exemption Trump allowed to go through). Not the use of it for non-contraceptive reasons.

I'm fine with birth control being made free at the point of use for all women. I also don't get particularly mad when dudes(or ladies for that matter) with blood pressure issues get state paid viagra.
