This article has a fundamental misunderstanding of parliamentary privilege.
Section 49 of the Australian Constitution provides:
The powers, privileges, and immunities of the Senate and of the House of Representatives, and of the members and the committees of each House, shall be such as are declared by the Parliament, and until declared shall be those of the Commons House of Parliament of the United Kingdom, and of its members and committees, at the establishment of the Commonwealth.
It was not until 1987, and following a thorough review of the whole subject by a joint select committee, that the Commonwealth Parliament passed comprehensive legislation in this area. each House, its committees and Members enjoy certain rights and immunities (exemptions from the ordinary law), such as the ability to speak freely in Parliament without fear of prosecution (known as the privilege of freedom of speech)
Bill Morrow is not a Member of either House of Parliament, thus does not enjoy parliamentary privilege.
