When you agree to allow "consumer background checks" you are agreeing to allow a company to check with third party companies that exist to keep records on you. So there is a company called HireRight that is widely used by trucking companies to keep tabs on you. Wreck a truck? It's reported to HireRight. Quit your job with no notice and abandon the truck? Reported. Then when you go to apply elsewhere you agree to the background check and they see that you did those things and don't hire you.
The problem is that a company can report whatever they want about you and you have little chance of getting it removed. Basically they can blacklist you.
They've already been sued and lost but as you can imagine it's non trivial to launch a lawsuit and you're unemployed in the meantime.
It's kind of a questionable practice because in certain scenarios you could fall afoul of slander/liable/defamation and it's why most (non trucking) companies don't give out anything but dates of hire and salary.
But as the industry stands now it's a reality you need to deal with.
