I got through finally but not to an advisor. I called the 1 800 number on the back of the debit card. You have to ignore all the recordings that say to call a specific number for the CEBA account and listen until the end. Say it’s an emergency and stay on the line I waited 2 hours but got through to someone who knew exactly what was happening. She sent an email to an admin team that handling this issue and said I should have access to the link within 5 Business days. We received an email 3 days later and the link was enabled.

Apparently RBC did a filter of who was elegible and those who weren’t do not see the link on their online banking. But they now realize there were businesses left out that do qualify.
