Try working at a major law firm and juggling work between multi-billion dollar lawsuits and clients who are cost-sensitive. It has little to do with an innate passivity and more to do with a partner needing to establish the priorities.

I can have legal documents served in Bangladesh with no concern for cost in the same hour I had to run to court myself because paying 100 dollars is too much to pay a vendor to do it.

You must work in a very rigid field or have little to no understanding of other people's fields if you think expecting a person to be clear about their priorities is the same as requiring hand-holding.
