He is blaming everyone else instead of himself for those 10 instances. That isn't a lie. He spent 19 days driving in the US and rather than think "Hey, maybe because I have never drove here before it might be somewhat my fault that these things keep happening again and again over such a short period" he just assumes everyone else in those 10 occasions is at fault.
