It's a one-to-one family-to-child relationship where the costs and benefits of the child are mostly on your ledger. It's wholly reasonable to expect individual families to pay their own way in the world and have children at their own expense; The market mechanism to do this is fully functional.

The power to tax is the power to destroy. We use it sparingly to finance essential public goods that the market process cannot coordinate due to external costs and benefits.
